Do you mean they just now suspended your license for a conviction 14 years ago? If so, there can be no Statute of limitations. Or do you mean it has been suspended for the past 14 years?

    According to the Illinois Secretary of State’s publication on DUI the penalties for a second DUI are:
    Second Conviction
    Class A misdemeanor (possible imprisonment of up to 1 year; fines of up to
    $ 2,500); mandatory minimum imprisonment of 5 days or 240 hours of community
    service; revocation of driving privileges for a minimum of 5 years for a second
    conviction within 20 years; suspension of vehicle registration.

    You need to prove all fines and any other court ordered requirements were fulfilled. Since it has been such a long period of time, you will probably be required to retest for a license.

    Technically they don’t ever have to give your license back, its a privilege not a right. So they can refuse your license for another week or for another 20 years.
