Not usually, no.
CA will not, in most cases, lift the revocation unless you complete a CA approved DUI school, and NM will not issue you a license while you’re still revoked in CA. A school in NM is not likely to be approved by the CA DMV.
In addition, after 15 years, there are almost certainly some *substantial* penalties accrued in CA as a result of the non-completion. You’ll also need to clear all those.

Your answer will undoubtly end with…
a phone call to the NM DMV…
might just wanna start there.
I do know someone that wasnt able to get a license here in CA… he came from another state and was told he had to complete the course and pay the fines before he could get a license. all you can do is go to the dmv there and try to get your license and they will tell you yes or no. Hopefully you learned your lesson and no longer drink and drive.
You, my friend, have dug a substantial hole for yourself. You’ll need to settle up with CA before MN will issue a license.
And remember the number one rule when you find youself in a deep hole…..STOP DIGGING.
