Sounds like a joke to me.
Or idiomatic phrase.
Put a restraining order means like you should seriously do something to make that person stay away from you or you should stay away from them. A restraining order is a legal term that means, to get court order to make a person stay a certain distance from you. So maybe if a guy is creeping on your friend or something you should say “put a restraining order on him” or something of that nature.
Can I get an Amen is a term people use at church and it kind of evolved through movie’s and stuff to be a so called “cool term.” An example would be if you were going out to eat somewhere you and friends really like (say your getting a smoothie or something) you would say “God strawberry smoothies are the best thing ever!!! Can I get an Amen?” and all your friends say “Amen”
Cool talk is different from one place or time to another, but I hope this will help:
An amen usually means saying something that means you agree with what they said; sometimes people actually say “amen” to do this. It comes from people saying amen after one of them has said a prayer and ended with amen. Lots of people say it like “aaaaaa-men”, making the first part of the word last a long time. So someone might say “That was a good movie” or “that was a wrong thing to do”, and other people would say “oh, yeah” or “you said it” or “you tell it” or “amen”.
And “put a restraining order” usually means not to talk about (or do) a particular thing, such as what was just mentioned (or done), or that the person saying it thinks it should not be talked about or done. It comes from legal restraining orders which forbid people from doing something (see the URL below). I’m not sure what would be a good example, since I don’t know your crowd.
