why would they not hand the gentleman a pamphlet. do you have to only be in cars to know what they are talking about? if someone comes up to you and asks a question and you are giving out that information freely why would you not try and give it freely to the guy walking. he could have a car somewhere! they missed out on a GOOD PR chance.

@jvangurp That is a nonviolent agression tactic that shows you can escalate the violent situation that they are creating without using violence. It doesn’t help to deesclate the situation but I does show them you are willing to stand up to their use of violence against peaceful people. It is using their own tactics of intimidation against them but it is taking a risk when you get emotional. This was in the suburbs rather than the city so the officers are much less confrontive.
